Commissioners approve Rogers rezoning for 13.4-acre Ferry Road property

At a public hearing on Jan. 6, county planning staff presented a rezoning application (ZPH-2025-536) from Ricky and Rebecca Rogers for three parcels on Ferry Road totaling about 13.4 acres to change zoning from R1 (low-density residential) to R3 (higher-density residential and additional allowed uses).

Planner Haley Madfuss said the request had been properly noticed (legal ad, mailed notices to owners within 1,000 feet, county website posting and onsite posting) and that staff found the rezoning consistent with the Buncombe County comprehensive plan’s future land-use designation of "mixed use neighborhood." Madfuss described dimensional changes if served by sewer (reduced minimum lot size, increased allowed density) and listed new allowed uses under R3 zoning (multifamily residential, group homes, kindergartens with more than eight children, bed-and-breakfasts, lodges, and health-care facilities).

The public hearing opened at 6:31 p.m. and closed with no public speakers. Commissioner Sloane moved to approve the rezoning and Commissioner Moore seconded; the board approved the rezoning with no recorded opposition.

Staff noted proximity to planned Ferry Road improvements and adjacent commercial uses and said the planning board had unanimously recommended approval on Nov. 17, 2025.
