Guadalupe County commissioners approve landfill hearing, road contract, burn ban extension and a slate of budget amendments

Guadalupe County Commissioners Court on Nov. 18 moved through a packed agenda, approving a public hearing for a landfill-ordinance amendment, awarding a road-contract, extending the county burn ban and adopting several budget amendments and procurement actions.
Waste Management of Texas asked the court to amend the county's landfill-siting ordinance to include 259 contiguous acres adjacent to the Mesquite Creek Landfill as a designated acceptable area. The court authorized publication of notice and set a public hearing for Dec. 16, 2025. "We want additional buffer and also a portion of this property in the future to be used as we continue to grow," Bubba Smith, representing Waste Management, told the court.
On procurement, county staff recommended awarding IFB 206-02 (Stagecoach Road overlay, phase 1) to Dean Ward as the lowest responsive bidder; the court accepted the recommendation and approved the contract award. The court also approved proposals from UES Professional Solutions 44 LLC (referenced by proposal numbers 115104 and 116360) for construction materials testing on two county capital projects.
The court unanimously approved a 90-day extension of the county's outdoor burning prohibition beginning Dec. 3, citing continued dry conditions. Commissioners approved a long list of budget amendments that chiefly moved funds between fiscal years or reallocated existing project monies rather than adding net appropriations: elections building rollover (25-90), justice court copier maintenance (25-91), MIS rollovers for FY26 (26-7), equipment transfers for jail and sheriff's office printers (26-6 and 26-8), fire-department radios and base station (26-9), DOJ cruiser upgrade grant budget (26-10), and road and bridge storage construction (26-11). A transfer of volunteer fire department allocations to New Berlin and Lake Dunlap volunteer departments (26-12) was also approved.
Consent items passed as read with the exception of excavation permits (item h), which were pulled for separate consideration and approved by a recorded tally of 4 yeas, 0 nays and 1 abstention. The court also reappointed Bill Jones to the Luling Foundation Board of Trustees and accepted a $1,000 donation to the sheriff's office canine program.
The court recessed into executive session to discuss real property deliberations and personnel matters per Texas Government Code Sections 551.072 and 551.074, and reconvened with no public action announced on those items.
