Guadalupe County commissioners approved a guaranteed maximum price (GMP) amendment for the Marion Building remodel at their Dec. 2 meeting, after discussion of alternates, value‑engineering items and asbestos remediation.
Don Cunningham of purchasing said the county contracted Kahler Company as the construction manager at risk. Cunningham described a base bid and several alternates for replacing windows and other value‑engineering proposals. The base GMP plus architect‑recommended alternates and an owner's contingency produced a working total the court discussed. Commissioner comments noted additional asbestos discovered during the renovation and the need for contingency funds.
Commissioners asked whether alternates and voluntary value‑engineering items could be approved later; staff said the court could approve the overall GMP now and return to amend for specific alternates. After discussion, the court moved and approved the GMP amendment by voice vote and directed staff to finalize the detailed alternates and contract language.
The court recorded no roll‑call vote in the public minutes; the motion passed by voice vote.
