The presenter said the total contract to ensure service by the incumbent carrier is just over $4.4 million and that the State of Wyoming covers roughly 60% of that cost (about $2.6 million); local partners collectively must provide the remaining ~40% (projected at roughly $1.8–$1.95 million). The county’s local air-service reserve balance was reported as roughly $1.9 million but projected to be exhausted early in the next fiscal year at current spending rates.
The presenter estimated a bridging need of about $600,000–$800,000 to maintain current service levels until any new local revenue source, such as a potential optional half-percent economic tax, would begin generating funds. The commission and presenter discussed timelines and possible municipal contributions; the presenter said a committee is drafting ballot language and exploring MOU proposals among jurisdictions.
Commissioners asked for clarity on invoicing cadence (quarterly invoices approximately $400,000) and requested that the county coordinate closely with municipalities and the Fremont County Association of Governments to develop short-term and long-term funding strategies.
