The Churchill County Board of Commissioners approved ZC25-3, a zone change application for the Amborsky Family LLC Trinity Series, to reclassify APN 00509113 (640 acres) from RR-20 to I-3 heavy industrial.
Dean Patterson of Public Works and Planning told the board the county recently revised its industrial zoning categories to I-1, I-2 and I-3 to separate higher-impact activities from residential and commercial areas. He said the applicant proposes to use roughly 2 acres of the 640-acre parcel for an explosive storage and distribution facility while leaving the remaining acreage as a protective buffer between the facility and neighboring parcels and roads. Because explosives are proposed, Patterson said a conditional use permit would still be required and would be heard by the commissioners.
Sean Harrison spoke for the applicant and confirmed there were no additional comments beyond the staff presentation. The planning commission recommended approval. A commissioner moved to approve ZC25-3; the motion was seconded and carried by voice vote.
Next steps: the applicant must pursue a conditional use permit to address explosives handling, safety measures and access arrangements. County staff said access would come from the I-80 Trinity interchange on a private road and that the applicant has been coordinating with adjacent landowners and federal property managers regarding access.
The commission did not identify other immediate conditions beyond those in planning staff's report. The board's approval establishes the zoning classification needed for subsequent permitting and safety reviews.
