The Churchill County Board of Commissioners moved through a packed agenda and approved a series of zoning, contract and personnel items in a meeting that concluded with unanimous voice votes on routine matters.
Among the approvals, the board rezoned a 640-acre parcel near the Trinity Junction interchange (APN 00509113) from RR-20 to I-3 heavy industrial to allow an explosive storage and distribution facility; county staff said only about 2 acres would be used for the facility and the remainder would function as a protective buffer. The board also approved a separate rezoning to I-3 that affects more than 3,000 acres proposed for a future solar power project; staff flagged access and power-availability constraints on some parcels but said the specific solar project will use most of the acreage and the planning commission recommended approval.
The commissioners accepted the county's annual comprehensive financial report for the fiscal year ended June 30, 2025, after auditors issued an unmodified (clean) opinion and reported no material weaknesses. The audit presentation noted the inclusion of the Central Nevada Health District in the county's financial statements as a discretely presented component unit and called out the opioid settlement special revenue fund, which showed an increase in restricted fund balance.
Other approved actions included: two parcel maps to implement a previously approved tentative parceling plan (PC25-13 and PC25-14) for Boundary Road; a parcel map to split a farmstead from farmland (PC25-11); community support funding of $2,180 for the Fallon Community Theater; issuance of a notice of award to SB Builders LLC for the Churchill County Annex Building Improvement Project (low bid $322,322, including a $40,000 contingency), a three-year professional services agreement with Pictometry International Corp. d/b/a EagleView for aerial imagery (not to exceed $100,800), and an advanced-step hire placement for an IT professional (grade 60 step 6).
Where discussion occurred, it focused on technical constraints and conditions rather than on fundamental opposition; for example, the solar rezoning prompted questions about transportation and power infrastructure, and the annex building award was noted to be fully funded through American Rescue Plan Act monies. In an appeal hearing regarding a temporary use permit, the board declined to take action and the planning commission's denial of an extension for a resident living in an RV (TUP427) remained in place.
The board also confirmed officer appointments for 2026 and directed staff to return with additional information on committee vacancies and term expirations.
The commission took voice votes on all motions; where recorded tallies were requested the minutes reflect unanimous "aye" votes for the motions that were seconded and carried. The meeting adjourned at 9:33 a.m.
