Council postpones boat-trailer ordinance amid FOIA concerns; private-club permit transfer approved

Ordinance 25-037, which would remove the requirement to have valid registration or license on a boat trailer or recreational vehicle parked outdoors on residential lots, was discussed after counsel and outside legal advice flagged recent FOIA changes. Because a council member's earlier email had raised procedural concerns about whether prior communications could create grounds for judicial invalidation, council discussed options including postponement or restarting the ordinance process. Council voted to postpone the ordinance for 30 days.
Separately, on third reading the council approved Ordinance 25-035, authorizing a private club permit transfer for Parsonage LLC. A public commenter, James Owens (508 Ridgecrest), said he had no objection and urged the council to avoid automatic reissuance of permits in the future; the ordinance passed.
Other items (Ordinance 25-038, traffic signs; Ordinance 25-039, firefighter bill of rights) were moved forward to further readings without substantive public opposition at the meeting.
