Margate ERC conditionally clears childcare site plan pending traffic, parking and landscaping revisions

The City of Margate Engineering Review Committee on Nov. 25, 2025, gave conditional approval to a proposed childcare facility, provided the applicant revises site and traffic documents to address staff comments and resubmits plans for final review.
Andrew Penny of Development Services said the committee would offer a conditional approval if the applicant "make whatever provisions you need to do to satisfy the new traffic pattern and improvements, resubmit your plans to us, provided all those comments get resolved, then we may be able to to plan stamp those things as approved, and you'll be on your way to to permits." The committee indicated staff would consider plan-stamping the project once comments were addressed.
Traffic and parking were the core issues addressed in the review. Lisa Bernstein, traffic engineering reviewer for the City of Margate, told the applicant to revise the traffic study and remove an "airline model" that she said was not appropriate for a daycare project. Bernstein asked the team to use prior daycare pickup studies and to show calculation detail, saying, "15% of the number of kids is the number of parking spaces that will be required" for drop-off and pickup — a guideline she asked the applicant to reflect in revised materials.
The applicant and traffic engineer Juan Romero agreed to rework circulation so the loop becomes one-way, update striping and signage, and add the changes to the traffic study. Bernstein also required a small traffic operations plan to show on-site personnel and procedures that will prevent parents from stopping in travel lanes or double-parking during pickup and drop-off.
On landscaping, Raul, the project's landscape architect, said the existing landscaping will largely remain but that shrubs around the building and dumpster "will be removed because of the construction" and will be replaced with new plantings; he agreed to annotate the landscape and tree-disposition plans to show removed shrubs and proposed replacements.
The applicant indicated mechanical equipment will be located on the roof; staff asked for adequate visual screening. Staff also offered an "info only" suggestion to consider solar for exterior lighting; the applicant said they would evaluate solar options based on cost and feasibility.
Andrew Penny summarized the outcome as a conditional approval and instructed the applicant to resubmit revised plans addressing traffic, parking and landscaping comments. No formal roll-call vote was recorded in the meeting transcript; the committee's agreement was recorded verbally.
