The driver explained he sometimes negotiates flat rates for trips that go outside Milwaukee County and said in the incident he ultimately charged less than the meter amount. City licensing staff and counsel discussed ordinance interpretation: when a trip originates inside the City of Milwaukee a meter must generally be used to determine fare, while flat-rate negotiation is generally used for trips that originate outside Milwaukee County. The committee noted potential confusion about airport permitting (a separate airport permit can be required) but emphasized the licensing authority and city ordinance apply to City of Milwaukee–issued licenses.
Committee members moved to issue an official warning letter for the renewal tied to the fare complaints; the motion passed without objection.
The committee also considered a separate new-license application for an applicant with a historical conviction. Licensing staff outlined that the code reviews convictions up to a 10-year lookback and that the committee may deny licensure if a conviction is substantially related to the license sought. The committee heard discussion of the conviction history, including references to appeals and retrials, and asked whether the applicant remained on supervision; the applicant said supervision had ended. After discussion, a motion to approve the license passed with one objection and one abstention recorded by the committee clerk.
Committee members stressed that taxi operators must follow city ordinance on meter use and cautioned against negotiating uncertain flat fees for passengers who expect the meter price. Staff said they will communicate relevant ordinance details to licensees and consider outreach to reduce future confusion at the airport and with permit conditions.
