Committee withdraws SNAP-gap emergency bill after Feeding Northeast Florida reports immediate needs met

The Neighborhoods Committee voted to withdraw the SNAP Gap Relief Act (bill 20250858) so the introducer can refile a revised emergency measure. Staff had advised that statutory notice requirements could not be met for a one-cycle emergency as filed, and offered options to convert the item to a full legislative cycle or allow withdrawal and refiling.
Susan King, president and CEO of Feeding Northeast Florida, told the committee that the food bank has used prior council funding to make immediate distributions and that state SNAP benefits were expected to resume shortly. "We anticipated additional distributions and we've distributed an additional £1,100,000 in the last 3 weeks above and beyond what we normally would be doing," King said, and she advised the council that, at the moment, the immediate crisis appears averted.
Based on that briefing and conversations with the bill’s sponsor, the committee voted to withdraw the bill so the sponsor can return with a modified emergency, if necessary. The withdrawal passed 6–0.
Next steps: The introducer indicated he will consider re-filing a revised in-and-out emergency with clarifications to eligibility windows and funding availability for households affected by the prior federal interruption. The committee and staff signaled they will coordinate with Feeding Northeast Florida and other partners if a new request is filed.
