Residents ask North Kingstown to expand Arts Council and increase funding

Multiple residents spoke at public comment on Nov. 17 urging the council to increase both membership and funding for the North Kingstown Arts Council. Hillary Jacobs, who identified herself as a resident and active Arts Council volunteer, asked the council to raise membership from 10 to 13, citing workload and the benefit of having an odd number to avoid tie votes. She also requested a budget increase for FY2027, noting the allocation has been level-funded for nearly a decade and that rising costs threaten programming for vulnerable populations.

Other speakers representing the Arts Council reinforced the request. Nancy Sherman, the Arts Council chair, said the group has been working to identify revenue sources but lacks 501(c)(3) status, which limits grant and sponsor prospects. Edgar Arroyo, a certified public accountant and Arts Council member, outlined operating deficits tied to rising event costs and police detail expenses that are carried forward year to year. "An inflation-adjusted budget for every civic program in the town will not only close our current deficit, but also allow us to plan responsibly," he said.

Council members agreed to place follow-up discussion on the next agenda and reminded residents that civic contribution requests are considered during budget season; staff noted the council already provides roughly $19,000 to the Arts Council and a separate contribution to the yacht council. The council also reiterated that nonprofits are customarily charged for police detail at public events unless the council provides subsidy through the budget process.
