The council moved the item to the consent agenda (motion: Peters; second: Lopez).
Item 6, the annual omnibus authority resolution granting the city manager authority to execute certain contracts and apply for federal, state and county grants, included several additions this year (staff named Hope Community Services, Ward Acres Conservancy and Lincoln Park Conservancy) and was moved to consent (motion: Stern; second: Lopez).
Item 7 accepted a GRAMA award to support the Westchester County STOP‑DWI enforcement project for 2026–2030; the police commissioner described the award as supporting enforcement efforts and the council moved the item to consent.
Item 8 was an ordinance amending the 2025 budget to correct capital and account charges and to move residual tree‑planting operating funds into the dedicated tree fund; staff said invoices charged to the wrong accounts require internal transfers and the council moved the amendment to consent (motion: Kaye; second: Peters).
Item 9 authorized submission of a New York State enhanced mobility for seniors and individuals with disabilities grant for accessibility improvements on North Avenue. The commissioner of development said the total project cost is about $6,250,000 with a $5,000,000 federal grant and an estimated $1,250,000 local match; staff noted the DPW is the implementing department and would provide more detailed locations for the improvements. Council adopted the resolution to submit the application.
Item 10 was the formal vote to appoint Councilman Peters as deputy mayor for 2026; the council approved the appointment by voice vote. The chair then requested and obtained motions to convene an executive session to consider two legal settlement matters; the public portion adjourned and staff said they did not expect to return until 7 p.m. for the public hearing.
