New Rochelle manager details targeted changes to proposed 2026 budget, public hearing set

The City of New Rochelle’s Committee of the Whole reviewed targeted adjustments to the proposed 2026 budget on Dec. 2, with a public hearing on the ordinance formally scheduled for Jan. 13, 2026.
The city manager told the council staff moved several long‑standing nonprofit line items out of a consolidated “Thrive” grouping and restored them as standalone budget entries—mostly under the Parks department—reducing the Thrive total. The manager also proposed a $200,000 allocation for the Boys & Girls Club to be funded through community benefit/bonus dollars; an upward adjustment to summer youth employment funding intended to restore the city’s historical capacity to serve roughly 500 youths in 2024–25; and the inclusion of an identified grant that will be administered in January. The manager said the participatory budgeting allocation in the capital fund was reduced from $500,000 to $200,000 for 2026, and that $100,000 of the reduced amount would be bonded for the community forest management plan and a new Boys & Girls Club initiative.
Councilmembers did not press substantive questions in the initial presentation and the chair invited residents to testify during the public hearing later in the evening. The council’s procedural actions at the Dec. 2 meeting left the budget on track for the scheduled public hearing and further public comment.
The council will take public testimony at the Jan. 13, 2026 hearing and may consider additional amendments after that session.
