The New Rochelle City Council adopted the 2026 budget at its Dec. 20 meeting after members questioned the city's fund balance and debt service levels.
Council member Tarantino said the budget "reached the maximum on our debt service" and that the city had "reached the minimum on our fund balance," warning that the lack of cushion left the city exposed to emergencies and could put the credit rating at risk. Tarantino said those concerns made him uncomfortable and indicated he would register a no vote on future budget actions if the situation did not change.
City staff responded that the budget met required caps and that the city's credit rating remained strong; during the discussion staff stated the city's rating as "AA2." After questions and a roll-call vote the council adopted the ordinance adopting the 2026 City of New Rochelle budget and appropriations.
The council's action completes the annual budget cycle and allows staff to implement spending and revenue plans for the fiscal year; council members and staff said they would continue to monitor fund balance and debt service levels during next year's budget process.
