The Nye County Board of County Commissioners approved a cannabis business license (CBL25‑10) on Nov. 18 for a cultivation site at 2727 West Flamingo Road in Pahrump.
Celeste Sandoval, assistant planning director, summarized the application and noted the applicant had a temporary certificate of occupancy and pending waivers for landscaping and off‑site road improvements. Several residents urged caution: Tammy Pittman said she feared odor impacts and asked that mitigation be required, and Amy Nelson and Richard Goldstein raised concerns about market saturation of cultivation facilities and the need to protect medical access.
Applicant John Harp said the license is not a new county addition but a license acquired through receivership from Green Cross of America, and that the facility is located away from the public near county bus barns. Harp described mitigation measures including modern odor control systems and 47 cameras with a live feed to the sheriff's department. "We picked it for a reason. We wanted to be as far away as possible from the public with the issue that the lady spoke about, the smell," Harp said.
Commissioners debated and then voted to approve the license; the chair recorded the outcome as four ayes and one no.
Next steps: applicant to complete regional planning waivers and any required inspections, including a CCB preliminary inspection scheduled by the applicant.
