The Rio Rancho City Council voted to award a citywide enterprise resource planning (ERP) contract to DLT Solutions and approved a related budget amendment to fund implementation costs and the first year of licensing.
Charlie, the city’s IT director, described the ERP as a single integrated system to support finance and accounting, human resources, procurement, budgeting, utilities and permitting. The city issued a request for proposals in July 2024 and evaluated multiple vendors; after scripted demonstrations and scoring, DLT Solutions attained the highest overall score and was recommended for contract award.
At the same meeting, Director Yara presented a budget adjustment (R142) to fund implementation. The change moves approximately $1,530,000 from the General Fund to the Computer and Software Fund and allocates $425,119 from utility enterprise fund balance, totaling approximately $1,900,000 for professional services and first‑year licensing. Yara said the city previously set aside funds for the ERP and that the amendment covers final implementation costs and the first year of licenses.
Councilors described the ERP as a long‑overdue modernization. Councillor Tyler said delays raise costs and welcomed the timing; other members noted anticipated staff efficiencies and the potential to reduce future staffing growth by consolidating software and processes. The city manager noted the ERP had been planned for years and was cash‑funded.
The council approved the contract award (D74) and the budget amendment (R142) by roll call. Staff indicated implementation is expected to take roughly two years, with DLT professional services and subcontractors supporting the deployment.
Next steps: the city will finalize contract execution with DLT Solutions, initiate implementation activities, and track reported efficiencies and module deployment through implementation milestones.
