Supervisor Dorsey to request department estimates of staff time and cost to comply with Surveillance Technology Ordinance

Supervisor Dorsey said Nov. 4 he will send letters of inquiry to 41 city departments asking them to estimate the time and staff resources devoted to complying with Administrative Code Chapter 19B (Acquisition of Surveillance Technology). He said the ordinance — originally enacted in June 2019 — requires inventories, surveillance impact reports, surveillance policies and periodic reports, and described a multilayered review and approval process that has created administrative burdens for departments.
Dorsey said his office previously proposed a narrow repeal of the ordinance’s prevailing plaintiff fees and costs provision and now seeks a fuller accounting of compliance costs so the board can assess whether the ordinance’s resource burden is justified by its benefits. The letters will also go to departments covered by the citywide social media monitoring policy and the city attorney's office and COIT for their estimates.
