Alexandra Shepherd, the controller’s appointee for the newly created inspector general role, addressed the Rules Committee on Nov. 17 and described more than 25 years of investigative experience, including almost 20 years as a prosecutor with the U.S. Department of Justice in San Francisco. "If I'm confirmed, I'll work closely with accountability partners in the city, including the DA's office, the city attorney's office, and the ethics commission," Shepherd said, and added she would prioritize "impact investigations" that could return significant funds to the city or deter future misconduct.
Controller Wagner told the committee the recruitment process was rigorous and that Shepherd’s qualifications "speak for themselves," framing the nominee as someone who will approach the role with fairness and objectivity. During questioning, Shepherd said the office will develop criteria for which matters rise to an IG investigation and noted that the city's whistleblower hotline received "close to 700" complaints last year; she said data analytics would be part of early detection and that the IG office would coordinate closely with other accountability partners.
Member Mandelmann moved to confirm the appointment and forward the recommendation to the full Board for consideration on 11/18/2025. The clerk proposed amending the motion to delete an earlier phrasing that used the word "rejecting" so the recommendation would be presented as amended; Vice Chair Sherrill, Member Mandelmann and Chair Walton each voted "Aye," and the amended motion passed without objection.
The committee’s action forwards the controller’s appointee to the full Board for final consideration; it does not itself complete confirmation.
