Senior investigator Eric Willett told the commission that the matter had previously come before them in April and was not approved at that time. Willett said investigators found clarity showing that any actions Kelleher took while disqualified had no material financial effect because related contracts had been previously entered by the department; as a result, the proposed stipulation carries a lower penalty consistent with analogous matters.
Mark Kelleher, who identified himself as a San Francisco Human Rights Commissioner, read a statement apologizing for procedural lapses (missing required trainings and inadvertently voting while disqualified), said he had completed outstanding trainings and asked the commission to accept the stipulation. He described his long volunteer history and expressed regret for the oversight.
Motion and vote: A commissioner moved and another seconded the motion to approve the stipulated agreement; Commissioners Yeh, Sy and Acting Chair Salahi voted aye and the motion passed 3–0.
What happens next: The stipulation will be recorded in the commission’s official file and the matter is resolved per the terms of the proposed agreement.
