DBI reports operational gains in 2025; finance update shows increased valuations and OpenGov invoice

Department of Building Inspection (DBI) Director Patrick O'Rearton told the commission the department made multiple operational improvements in 2025, including a new building permit and comprehensive application report, simultaneous plan review across departments, removal of physical in-house stamps, expanded public counter hours, and launching a concrete building screening program.
Deputy Director Alex Koskinen presented DBI's financial update and budget calendar. He said the department has collected about 46% of its charge-for-services revenue through November and spent about 37% of its budget to date. Valuation of permits is 16% higher year-to-date compared with the same period last year.
On OpenGov funding, Koskinen said the mayor's office signed a contract to modernize city permitting using OpenGov and estimates the phased implementation will cost about $15,000,000 over three years. The department's share is being apportioned by anticipated user accounts; DBI's estimated share is roughly one-third (290 of 884 licenses). The department was directed to make $5,500,000 available this fiscal year and has paid $4,700,000 in invoices to date.
Koskinen also reviewed the budget schedule and public meetings in January and February related to the department's two-year budget submission and noted that the commission streamlining effort may change the commission's role in approving or opining on the department budget.
Action taken: A motion to approve the minutes of the regular meeting of Nov. 14, 2025 was moved, seconded by Commissioner Newman, and approved by voice vote.
