San Francisco's Environment Department told the Commission on the Environment on Jan. 6 that threatened general-fund reductions would force the loss of key staff and impair the city's ability to carry out climate and clean-transportation commitments.
Deputy director Liu Chi and budget staff laid out the citywide fiscal context first: the five-year financial plan shows a roughly $936 million two-year deficit, and the mayor's office is asking departments to identify ongoing general-fund savings. Department presenters said SFE has far less flexible general-fund revenue than many peers (about 2% of its budget), and over 90% of its funding is restricted to specific programs and deliverables.
