Assistant Deputy Chief Garrett Miller and Public Works project manager Scott Moran described a consolidated campus intended to replace older training sites at Treasure Island and an outdated facility on 19th and Folsom. Moran said the site comprises 26 parcels and three paper streets totaling just over 8 acres, and requires street vacations and zoning changes to permit training towers and simulated structures.
Moran detailed the project footprint and said the legislation includes easement language to preserve existing PG&E overhead facilities and a memorandum of understanding with the Public Utilities Commission to protect sewer infrastructure that runs under the affected paper streets. "The site itself is actually made up of 26 individual parcels and 3 paper streets... The entire site... is just over 8 acres," Moran said.
The planning code map amendment would change the site from PDR‑2 (production, distribution, repair) to Public and increase allowable bulk/height controls to accommodate training towers (one training tower described at about 84 feet). Officials said tall training structures were sited away from residences to limit impacts. Bayview Citizens Advisory Committee, the Planning Commission and the Land Use & Transportation Committee recommended the amendments.
After the presentation and no public comment on these items, the board took items 10 and 11 "same house, same call" and passed both ordinances on first reading without objection. Next procedural steps include completing CEQA findings and returning for second reading and any required environmental determinations.
Next steps: Public Works and the Fire Department will coordinate required easements, finalize an MOU with PUC, and prepare the second‑reading package for the board.
