Committee forwards 15‑year management agreement for Dogpatch & Northwest Potrero Hill Green Benefit District

The Government Audit and Oversight Committee on Nov. 20 approved forwarding a 15‑year management agreement between the City and County of San Francisco and the Dogpatch & Northwest Potrero Hill Green Benefit District (GBD) to the full Board of Supervisors with a positive recommendation.

Esther Lee, government affairs liaison at San Francisco Public Works, introduced the item and said the 15‑year agreement codifies performance and financial reporting requirements for the GBD and the Controller’s role in collecting and dispersing special assessments. Donovan Lacy, the GBD’s executive director, described the district’s accomplishments since 2015: growing roughly from 2 acres to 7 acres of green space, leveraging $5,000,000 in tax assessments to bring in more than $16,000,000 in public and private funds, and conducting services such as sidewalk and trash cleanup, graffiti abatement, landscape maintenance and new capital projects.

Lacy asked the committee to approve the agreement so the GBD can continue operations and capital projects for another 15 years. With no public comment, the committee voted to forward Item 3 to the full Board with a positive recommendation; the roll call recorded three ayes and the motion passed.

The resolution cites California Streets and Highways Code section 36651 as the statutory authority for the Green Benefit District structure. The management agreement sets performance and reporting standards and outlines the Controller’s duties in collecting and dispersing district assessments.

Next steps: the item will appear on the Board of Supervisors agenda; the district will continue reporting under the agreement’s terms if approved by the full Board.
