The Local Agency Formation Commission took four formal actions at its Nov. 21 meeting. All motions passed unanimously by roll call.
1) Approval of minutes (09/19/2025) Motion: Approve minutes of the 09/19/2025 regular meeting. Mover: Commissioner Williams; Second: Commissioner Sevier. Vote record: Commissioner Sevier — Aye; Commissioner Williams — Aye; Commissioner Fielder — Aye. Outcome: Approved without objection.
2) LAFCO 2026 regular meeting schedule Motion: Adopt the proposed 2026 meeting schedule (meetings on odd-numbered months at 10 a.m., Board of Supervisors chamber) and related timing assumptions for the FY26–27 budget. Mover: Commissioner Sevier; Second: Commissioner Williams. Vote record: Commissioner Sevier — Aye; Commissioner Williams — Aye; Commissioner Fielder — Aye. Outcome: Approved without objection.
3) Policy analyst recruitment (1823 Senior Administrative Analyst) Motion: Approve the 1823 Policy Analyst job description and recruitment process, including permitting the executive officer to extend the timeline with chair approval. Mover: Commissioner Williams; Second: Commissioner Sevier. Vote record: Commissioner Sevier — Aye; Commissioner Williams — Aye; Commissioner Fielder — Aye. Outcome: Approved without objection.
4) Legal services contract amendment (Richards, Watson & Gerson) Motion: Authorize the executive officer to execute a third amendment to the legal services agreement to extend the term to 2027-01-31 and increase the not-to-exceed amount to $360,000. Mover: Commissioner Williams; Second: Commissioner Sevier. Vote record: Commissioner Sevier — Aye; Commissioner Williams — Aye; Commissioner Fielder — Aye. Outcome: Approved without objection.
Notes: The executive officer reported the current contract expenditures for legal services totaled about $216,000 as of Oct. 31; the proposed amendment increases the not-to-exceed cap from prior levels to $360,000. No public comment was received on these items during the meeting.
