OCII authorizes three-year, $800,000 contract with MJF & Associates to operate Hunters Point Shipyard site office

The Commission on Community Investment and Infrastructure voted Dec. 2 to authorize a three-year personal services contract with MJF and Associates, a sole proprietorship, to operate the Hunters Point Shipyard site office and support outreach, the Hunters Point Shipyard Citizens Advisory Committee (CAC) and the Legacy Foundation. The contract is for a term beginning Dec. 3, 2025, through Nov. 30, 2028, and is not to exceed $800,000.

Inder Grewal, OCII development specialist, said the contract covers operation of a community site office Monday–Thursday, 10 a.m. to 5 p.m.; site-pass and badge assistance; meeting agenda drafting and AV logistics for CAC and Legacy Foundation meetings; refreshments and community outreach, including advertising contracting opportunities for upcoming demolition and construction phases. Staff noted MJF has held this site-office contract since 2013 and that its principal, Micah Fobbs, has been involved since the mid-2000s.

Veronica Honeycutt, identified in the meeting as chair of the Legacy Foundation and the CAC, spoke in favor of the contract and urged commissioners to approve it so the CAC and community outreach work can continue. Commissioners voiced broad support during discussion and asked staff to pursue exterior capital improvements and signage as maintenance responsibilities shift to the city's Rec and Park department; Director Kozlowski said some funding is available in the community facility district budget and that maintenance responsibility is transitioning to city departments as projects are turned over.

Vice Chair Mark Miller moved to approve the contract; Commissioner Aquino seconded. The roll-call vote was 4 ayes, 1 absent and the motion carried.
