Lisa Gluckstein, speaking for the Planning Department and noting Department of Public Works staff availability, said the changes are part of the mayor's Permit SF effort to reduce administrative burdens and eliminate redundant steps. On the contractor parking plan she said the requirement "doesn't actually change the facts on the ground" but imposes administrative burden; the plaque rule would eliminate a duplicate Board hearing by delegating one of the required approvals; and pollution‑liability insurance would become "as applicable" rather than mandatory so it applies only when relevant to the excavation at issue.
There was no public comment on the three items. The committee voted 3–0 to forward items 11 through 13 to the full board with a positive recommendation.
