Committee backs Roxy Theater’s request for a Type 69 beer-and‑wine theater license

The San Francisco Public Safety and Neighborhood Services Committee voted unanimously Thursday to direct the clerk to prepare a resolution recommending that the Board of Supervisors approve a Type 69 special on‑sale beer and wine theater liquor license for the Roxy Theater at 3117 16th Street.
Officer Brandon Erickson of the San Francisco Police Department’s Alcohol Liaison Unit told the committee there were no letters of protest or support on file and that the premises sits in a census tract the department classifies as high‑crime and high‑concentration. Erickson said the Alcoholic Beverage Control (AOU) recommendation included conditions intended to limit off‑site noise, require monitoring to prevent loitering, and mandate litter control around the premises.
Supervisor Matt Dorsey, chairing the committee, described the Roxy as a “beloved theater” and said preserving neighborhood movie houses is a civic priority. No applicant representatives or public commenters appeared. Dorsey made the motion to send a favorable recommendation to the full Board; Vice Chair Bilal Mahmood and Supervisor Danny Sauter joined him in voting aye.
The committee’s action is procedural: it asks the clerk to prepare a resolution and forward the matter to the full Board of Supervisors. The resolution will record the AOU conditions, including that noise from entertainment must comply with any active entertainment permit issued by the San Francisco Entertainment Commission and that violations of those permits may be treated as violations of the license conditions.
The Board of Supervisors will consider the clerk’s prepared resolution at a later meeting; the committee noted items acted upon today are expected to appear on the Board agenda of Dec. 2, 2025.
