OCII OKs $1.3M contract with Hollins Consulting for Hunters Point, Candlestick infrastructure

The San Francisco Commission on Community Investment and Infrastructure on Nov. 18 authorized a three‑year personal services contract with Hollins Consulting Inc. to provide infrastructure coordination and engineering support for Hunters Point Shipyard Phase 1 and Candlestick Point project areas.
OCII staff said the contract is for an amount not to exceed $1,300,000 over three years, with three one‑year options to extend at the executive director’s discretion. Inder Grewal, OCII development specialist, told commissioners Hollins was selected after an RFP process that yielded two proposals and a tight scoring panel that evaluated experience, scope execution, and cost and staffing efficiency.
Grewal said Hollins will support acceptance of infrastructure and utilities constructed by the developer Lennar and help facilitate the conveyance of newly constructed parks to the city, with much of the work front‑loaded to 2026 as Phase 1 and Candlestick advance toward construction.
There were no public comments on the item and no substantive commissioner questions. Commissioner Aquino moved the measure and Commissioner Shattuck seconded; the commission voted 4‑0 with one absence to approve the contract (resolution number 26‑2025). The city secretary recorded the vote as 4 ayes, 1 absent.
The contract is intended to support OCII’s ongoing oversight role as the Hunters Point and Candlestick projects proceed toward park conveyance and utility acceptance. Staff said they will return as needed for contract amendments or when work scopes materially change.
