Dr. Trisha Palmer (remote public commenter) asked the JCC to place review of transfers to out-of-county skilled nursing facilities on its agenda and requested a stakeholder convening to address barriers to in-county placement for Medicare Advantage and Medi-Cal Advantage patients. "The health commission should make it a priority to work with the health service assistance board to facilitate city retirees' admission to LHH to prevent their out of county patient dumping," a public commenter said earlier in the meeting.
A remote commenter later described a resident-on-resident assault that left an elderly female LHH patient with dementia requiring plastic surgery for multiple facial fractures and said the incident revealed weaknesses in admission screening and supervision. The caller urged LHH to restore physician-led screening and stronger care-plan updates, warning that repeated "g"-level citations and care-plan failures could risk future decertification. The public commenter said the male patient involved had a history of violence and earlier required one-on-one supervision that was removed because it allegedly increased agitation.
Commissioner reports (the LHH JCC update) noted the committee reviewed standard executive, human-resources and regulatory reports and discussed hiring two director-of-nursing positions. JCC members were told leadership expects most open beds to be filled by year-end or early next year, but union agreements have delayed reopening some wards.
Public commenters also urged the commission to examine the effects of Medi-Cal funding shifts — flagged elsewhere in the meeting's budget discussion'on LHH admissions and home- and community-based services. The commission did not take immediate formal action on these public requests during the meeting but approved the JCC-sent consent calendar.
