The Land Use and Transportation Committee on Dec. 8 recommended several measures that clear key legal and zoning hurdles for a proposed San Francisco Fire Department training facility at 1236 Carroll Avenue in the Bayview Hunters Point area.
Planning staff reported the Planning Commission recommended approval of the zoning map amendment (6–0) on Oct. 16. Deputy Chief Gareth Miller said the department’s existing training facilities are outdated and that the consolidated Carroll Avenue site would centralize training for firefighters, EMTs and paramedics. Public Works staff (Scott Moran) described the site as 26 parcels across two city blocks and three paper streets and said the project includes a seven‑story training tower and an 80‑foot simulated communications tower to support rescue training.
The committee considered three related items: a resolution of intent to vacate portions of Hawes, Griffith and Bancroft for the training facility (file no. 250,821), a Planning Code zoning-map amendment to change PDR2 parcels to P and increase bulk/height (file no. 250,823), and an ordinance ordering the street vacations and authorizing an interdepartmental transfer of the vacated area to the Fire Department (file no. 250,824). The committee approved the scheduling amendment for the street-vacation hearing (committee of the whole on Jan. 6), voted to recommend files 250,821 and 250,823 to the full Board with positive recommendations, and sent file 250,824 to the full Board without recommendation after adopting departmental amendments.
Public comment was not offered on the items at committee. Committee members voiced support for the project’s expected benefits — local jobs, street improvements and an in‑city training resource — and recorded unanimous committee votes to forward the items to the full Board for final action.
Next steps: the street-vacation hearing is set for Jan. 6, 2026, and the items will be on the Board agenda for final consideration.
