The Planning Commission voted Dec. 4 to approve a large‑cap Prop M allocation that would allow conversion of up to about 111,660 square feet of office at 120 Stockton Street, changing the building’s split to roughly 47% office and 53% retail.
Tuya Catalano, representing the property owner, said the building — the former Macy’s men’s store — was substantially remodeled and that demand for large contiguous floor plates is a current market reality. "This request is really about giving the building additional tools to provide for activation that will help nearby buildings," she said.
Commissioner Campbell publicly disclosed a potential conflict: her employer, Gensler, is the architect of record for 120 Stockton. The commission moved and approved a recusal for Campbell, and the subsequent motion to approve the allocation passed 5–0 (with Campbell recused).
Commissioners supporting the conversion said the change would help revitalize Union Square by attracting larger tenants and increasing weekday foot traffic. The staff report noted two letters of support and no opposing correspondence. The motion carried with conditions outlined in the staff recommendation.
