Commission approves minutes and renews Emphasis Elite contract for $175,000

The commission approved Oct. 23, 2025 meeting minutes and renewed a one-year maintenance contract for Emphasis Elite software in a not-to-exceed amount of $175,000 to support HCV and public housing operations.
At its Nov. 17 special meeting the Housing Authority commission approved the consent agenda, including minutes from the Oct. 23, 2025 meeting, by roll-call vote with Commissioners Mary Anne Pikes, Luana Kim and Falafuta Satili voting "Aye" and Commissioner Juan Carlos Cancino absent.
The commission then approved a one-year renewal of the Emphasis Elite software maintenance contract in a not-to-exceed amount of $175,000. Procurement analyst Karina Suarez said the authority has used the Emphasis Elite system since 2016 to manage tenant and landlord data, process housing-assistance payments and ensure HUD regulatory compliance. The renewal was moved, seconded and approved by roll call with the same recorded votes as the consent agenda.
No amendments were made to the contract on the record. Commissioners did not request additional briefing on the contract; staff said they will continue to work with procurement and operations teams on software support for voucher management.
