SFPUC moves Moccasin and O'Shaughnessy design work to GEI, adds $7 million capacity to Pro138B

San Francisco — The SFPUC approved Amendment 1 to contract PRO0138B to provide an additional $7 million in capacity so GEI Consultants can complete design work for Moccasin Dam and allow planning work for O'Shaughnessy Dam to proceed under that contract.

Tedman Lee, civil design division manager, explained that after the Oroville spillway incident the California Division of Safety of Dams required condition assessments, and the SFPUC advertised multiple as‑needed contracts (Pro138A/B/C) for dam and reservoir engineering. Because HDR Inc., the Pro138A consultant, now has a potential conflict due to a separate capital program role, staff proposed moving the Moccasin and O'Shaughnessy design scope to the Pro138B consultant (GEI). The amendment requests $7 million in additional capacity for Moccasin design; staff said O'Shaughnessy planning will be funded from Pro138B's unassigned balance.

Staff said assessments and subsequent design needs have increased the capital plan for the dam work from earlier estimates to approximately $626.7 million. Commissioners asked whether capacity would be removed from other contracts; staff said contract capacity is an upper limit for task orders and that actual dollars are funded from project charge codes, so Pro138A's dollar capacity remains unused for those Moccasin/O'Shaughnessy scopes.

The commission approved the amendment by roll call without dissent. Staff noted that additional contracting mechanisms may be required as projects advance into design and construction.
