Police Commission forwards revised plainclothes general order 5.08 to meet-and-confer

Aja Steves, SFPD’s manager of the policy development division, reviewed the revisions and said the department had captured edits requested by Commissioner Leung and language suggested in a late public defender letter. She said the department also worked with the Department of Police Accountability to incorporate concerns and that redlined edits appear in the draft packet.
Commissioner Benedicto moved to approve forwarding the DGO for meet-and-confer; the motion was seconded and carried with seven affirmative votes. Commissioner Benedicto called the updated order an overdue revision to a DGO last updated in 1996 and thanked staff for addressing stakeholder comments.
What the vote means: Sending the DGO to meet-and-confer begins formal labor negotiations with bargaining units; it does not finalize internal policy changes until those negotiations and any required follow-through occur.
Next steps: The department will proceed with required labor relations steps, and the commission will be informed of outcomes as negotiations proceed.
