San Francisco — The Recreation and Park Commission unanimously approved Nov. 20 an implementation plan to disburse Community Opportunity Fund (COF) dollars from the 2020 Parks Bond.
Stacy Bradley, director of Capital and Planning, said the bond set aside $6 million for COF; the implementation plan reserves $500,000 for administration and project contingency, leaving $5.5 million to award to community‑nominated capital projects. Awards will be made in two tiers — projects up to $500,000 and larger projects up to $1.5 million — and the department said it expects to fund roughly three to five projects this round.
Bradley said the department will release the application in January with pre‑application workshops in February, applications due in March, and project awards brought to the commission in June. Eligible projects must be on department land, be capital improvements (not programming), and be deliverable within a three‑year schedule; new restrooms and playground replacements were noted as ineligible for this round.
Commissioners voted to approve the implementation plan and staff said they will engage community groups, friends‑of organizations and the Department of the Environment to publicize the opportunity and help applicants with feasibility. No individual awards were made at the Nov. 20 meeting.
