Angela Calvillo, Clerk of the Board, presented the Board's proposed budget guidance for fiscal years 2026'028 and an accompanying ordinance to increase surcharges on certain Planning Department appeals to compensate the city for Board appeal processing costs.
Calvillo outlined a pivot table of department costs, noted that about half the department budget is salary and benefits, and highlighted requests including staffing for the Assessment Appeals Board and budget and legislative analyst contract adjustments. She said the proposed surcharge increase (doubling from $120 to $240 in the transcript text) was approved by the Planning Commission and a minor legal finding was added by the deputy city attorney on the record. A public commenter urged the Board to explore modern "what-if" budget modeling tools to improve decision-making.
The committee accepted the city-attorney amendment to Item 13 and authorized the clerk to submit the proposed budget to the mayor's office and comptroller for the mayoral phase; both items were forwarded to the full Board with recommendation (3-0).
