San Francisco — The Recreation and Park Commission voted unanimously Nov. 20 to amend the construction contract for the South Sunset Clubhouse renovation, increasing the contract by $700,000 to a revised total of $3,401,500 and extending the contract by 90 days.
Joanna Goodwin, project manager in Capital and Planning, told commissioners the project is about 50% complete and that early demolition uncovered unforeseen subsurface concrete, damaged storm‑drain lines and a large tree root that compromised the clubhouse foundation. The amendment also funds a value‑engineered pavilion — approximately 250 square feet of covered outdoor space intended to expand usable community programming areas — and the project remains fully funded without new budget requests.
Goodwin said the revision exceeds 10% of the original contract amount and therefore required commission approval. She said the project is covered under the Citywide Project Labor Agreement and that substantial completion is anticipated in March 2026, absent additional unforeseen conditions.
Winnie Yu, chief programs officer for Self Help for the Elderly, spoke in support and urged approval, noting the pavilion’s importance for senior programming and weather protection. Commissioner [mover] moved approval and Commissioner [second] seconded; the full commission voted aye and the amendment passed unanimously.
Outcome: Amendment approved; project continues toward anticipated March 2026 substantial completion. The department recorded letters from stakeholders, and staff noted project management will continue to monitor for any further unforeseen conditions.
