Committee forwards DPH amendment to extend Catholic Charities rental‑subsidy contract to 2031 and raise value to $13.4 million

On Nov. 19 the Budget and Finance Committee unanimously recommended that the full Board approve Amendment No. 1 to the Department of Public Health’s contract with Catholic Charities to provide rental subsidies and HIV health services.
Clerk materials and DPH staff described the amendment as a five‑year extension from June 30, 2026, to June 30, 2031, and an increase to the contract amount by approximately $7,317,206 for a total not to exceed approximately $13,426,414. DPH staff said the contract provides roughly $450 a month to about 154 households each year for rental subsidies to low‑income San Franciscans living with HIV. The contract is funded from the General Fund.
Nick Menard of the Budget and Legislative Analyst’s office recommended approval and asked for two changes: consider reallocating some indirect cost recovery to rental subsidies to align with other city rental‑subsidy contracts, and clarify definitions of performance metrics because departments had used different interpretations. DPH staff said they had already revised two contract objectives to address the BLA recommendations and described monitoring procedures: providers upload service and demographic data to the statewide HIV Care Connect database and DPH performs annual on‑site monitoring with contract‑compliance teams.
Beth Nery, assistant director of HIV Health Services, told the committee that DPH reran last year’s (FY 2023–24) data under the clarified definitions and found improved results; DPH reported Catholic Charities met two metrics at 22 of 22 and, using the refined denominator, achieved 97.3% on the housing‑stability measure. "We did actually run the data using that definition... and they got a 97.3 percent," a DPH presenter said.
There were no public speakers. Chair Connie Chan moved to forward the amendment with the note that performance metrics had been clarified; the committee approved the motion 3–0. The resolution will go to the full Board for final approval.
