Amanda Fried, representing the Treasurer-Tax Collector's office, explained CSS has been in place since 2016 and currently manages more than 670,000 accounts totaling about $960 million in outstanding debts. The proposed amendment would extend the contract term (presentations referenced extension through 11/30/2030 with an option to renew and BLA referenced potential extension to 2035 in the report) and increase the not-to-exceed contract amount by roughly $2.46 million, bringing the total to a figure the department cited in the $6.9M range. Fried said heavy customization and integration across more than 20 city systems would make open procurement costly and disruptive.
The Budget and Legislative Analyst recommended approval, noting the office of contract administration approved a waiver because CSS is the only vendor that can maintain the current customized system. Committee members asked about benchmarking, AI use and long-term IT strategy. With no public comment, the committee forwarded the amendment to the full Board with a positive recommendation by a 3-0 roll-call vote.
