Committee forwards $30M SFO baggage handling operations contract with Boimer

The Budget & Finance Committee on Oct. 22 voted 3–0 to forward to the full Board a resolution approving a new operations and maintenance contract between San Francisco International Airport and Boimer Lifecycle Management LLC for the baggage handling system in Harvey Milk Terminal 1.
Diana Volek of SFO told the committee the three‑year contract, not to exceed $30,000,000, includes labor, parts, preventive maintenance, on‑call repairs and reporting. She said the Office of Contract Administration approved a sole‑source procurement in March 2025 because parts of the system remain under warranty and the system operates on Boimer’s proprietary software.
Nick Menard of the Budget and Legislative Analyst’s office summarized the BLA review and noted performance metrics used to track the contractor—system uptime, sorting accuracy and timely completion of maintenance requests—and said Boimer is meeting thresholds. Enrico Guadilliamos, director for terminal systems, told supervisors that the airport operates a variety of baggage systems across terminals and that equipment life depends on maintenance and technology; newer systems are more software‑dependent.
Supervisor Connie Chan asked whether the airport planned consolidation of systems; airport staff said consolidation decisions are made based on capital project design and lifecycle comparisons. The committee voted to forward the contract with a positive recommendation; the roll call recorded three ayes.
