Committee forwards Hyde Street Community Services contract amendment for mental health services
Summary

The Budget and Finance Committee on Dec. 3 voted to forward a Department of Public Health amendment to continue and expand agreements with Hyde Street Community Services to provide outpatient and intensive behavioral health services for adults and older adults.
Ladonna Norman, DPH director for adult services, said the proposed amendment covers services that include crisis intervention, medication support, targeted case management and full-service partnership (FSP) wraparound services, serving roughly 540 outpatient clients and about 50 FSP clients per year. The amendment would extend the contract through June 30, 2028 and increase the not-to-exceed amount by about $11.7M to a total of approximately $38.7M.
DPH framed the contract changes as a transition consistent with CalAIM payment reforms that shift older cost-reimbursement models toward performance objectives and federal financial participation. BLA summarized that the contractor meets performance objectives, that the program costs roughly $3M per year and that about 28% is funded by the general fund with the remainder from state funds including Medi-Cal.
Chair Chan asked about units-of-service monitoring and DPH explained the rationale for changes under CalAIM and how units of service relate to client service definitions. The committee recorded three ayes and forwarded the item to the full Board with recommendation.
