Supervisors forward police department’s $63,254 Coverdell grant to full board

The Budget & Finance Committee on Wednesday voted unanimously to forward a resolution authorizing the San Francisco Police Department to accept and expend $63,254 from the California Governor’s Office of Emergency Services under the federal Paul Coverdell Forensic Science Improvement Program.
Carl Neceta, government affairs liaison for the police department, told supervisors the award will fund specialized staff training, professional certification and upgrades to analytical and digital evidence tools at the department’s criminology laboratory. “Approval today allows the department to continue implementing federally supported improvements that enhance accuracy, reduce evidence backlogs, and maintain accreditation,” Neceta said.
Clerk Brent Halepa told the committee the grant period runs from April 1, 2025, through March 31, 2026, and that although the award is below the city’s $100,000 administrative‑code threshold for Board approval, Cal OES requires proof of governing‑body authority before releasing funds; that is why the resolution is retroactive.
Chair Supervisor Connie Chan moved the item to the full Board with a positive recommendation. The committee recorded three ayes—Dorsey, Chen and Chan—and the motion passed.
The file will be considered by the full Board of Supervisors on October 28, unless otherwise noted.
