Committee approves amendment to Lystek biosolids contract, increasing total to $36.67M through 2029

The Budget & Finance Committee on Nov. 5 forwarded an amendment to a contract with Lystek International Limited to increase the not-to-exceed amount to $36,670,000 and extend the contract term through June 30, 2029. Sophie Hayward (Office of the City Administrator) said the amendment covers continued processing to convert Class B biosolids into Class A products (e.g., fertilizer and compost), which reduces landfill disposal and supports compliance with state law SB 1383.
Staff said the original contract resulted from a low-bid solicitation in March 2022 and Lystek was the only qualified bidder. BLA staff explained the contract covers roughly 70% of the wastewater enterprise’s biosolids processing and that the PUC reports it is diverting 100% of biosolids from landfill; the annual cost under the amended agreement is roughly $5.1 million. The committee approved forwarding the item to the full Board with a positive recommendation (3–0).
Ending: The amendment now proceeds to the full Board; funding for the amendment is provided by wastewater ratepayers and staff pledged to implement BLA recommendations to improve documentation and management.
