On Dec. 3 the Budget and Finance Committee voted to forward to the full Board a resolution authorizing a third amendment to the grant with the Felton Institute for the Bayview Drop-in Center.
Emily Cohen of HSH said the Bayview Drop-in Center is a longstanding neighborhood institution (formerly known as Mother Brown’s Kitchen) that provides showers, laundry, mail, two meals per day and on-site health services; HSH reported that in FY24–25 95% of client survey respondents rated services satisfactory or better. The amendment would extend the contract through June 30, 2028 and increase the not-to-exceed amount by approximately $7,000,000 to a new total of about $16.9 million.
BLA told the committee the contractor met grant objectives and that the program is roughly a $3 million per year general fund item. Supervisor Sauter asked how the drop-in center fits within the broader portfolio; HSH said drop-in centers fill gaps and serve as a hub to connect people to shelter and longer-term services.
No public comment was recorded. Chair Supervisor Connie Chan moved to forward the amendment to the full Board with a positive recommendation; the committee recorded three ayes and forwarded the resolution.
