Committee advances $15M+ amendment to extend Sanctuary Shelter contract through 2028

The Budget and Finance Committee voted Dec. 3 to forward to the full Board a resolution authorizing a third amendment to the Department of Homelessness and Supportive Housing (HSH) grant with Episcopal Community Services (ECS) to continue operations at the Sanctuary Shelter.
Emily Cohen of HSH said the amendment extends the contract two years—through June 30, 2028—and increases the not-to-exceed amount by about $15,000,000 for a new total of approximately $40,900,000 to support two additional years of operation. HSH staff described the site on 8th Street as a 200-bed self-referral shelter with approximately $88 per-bed-per-night cost that covers lease and meals provided by ECS.
Nick Menard from the Budget and Legislative Analyst noted the contract is about $6.4 million per year and that ECS generally met performance requirements though referrals to coordinated entry lagged. HSH said it addressed the referral shortfall with case-management training and other corrective actions and removed a community-meeting attendance metric from the contract appendix as a poor indicator of success.
No members of the public spoke on the item. Chair Supervisor Connie Chan moved to forward the amendment to the full Board with a positive recommendation; the motion passed on a 3–0 roll call.
The full Board will consider the amendment at its Dec. 9 meeting unless otherwise scheduled.
