Committee backs $45 million CalHCD infill infrastructure grant for India Basin, Sunnydale, Treasure Island

The Budget & Finance Committee voted 3–0 on Nov. 5 to advance a resolution authorizing the Mayor’s Office of Housing and Community Development (MOHCD) to execute a standard agreement with the California Department of Housing and Community Development for $45,000,000 in Infill Infrastructure Grant (IIG) funding.
Robert Baca, joint development director at MOHCD, said the award stems from a 2023 response to a state RFP and that the city intends to apply the funds to infrastructure for India Basin Phase 1, Sunnydale Hope SF, and Treasure Island projects. Baca outlined India Basin Phase 1 components included in the application: 392 total units with 181 affordable units, 45,000 square feet of commercial space and five acres of public parks and new streets and utilities. He described related components such as senior housing, a behavioral health facility, and transit and open-space improvements.
Vice Chair Matt Dorsey thanked staff, noted chronic power outages on Treasure Island and asked to be added as a cosponsor. There were no public speakers at committee. Chair Chan moved to forward the resolution to the full Board with a positive recommendation; the roll call was 3 ayes and the motion passed.
Ending: The resolution now moves to the full Board for final approval; staff said project schedules and funding use will continue to be refined in subsequent project-level reports.
