Budget & Finance Committee forwards Small Business Rezoning Construction Relief ordinance to full Board

Chair Supervisor Connie Chan opened the committee’s Nov. 5 meeting and the Budget & Finance Committee voted to forward an ordinance establishing the Small Business Rezoning Construction Relief Program to the full Board of Supervisors.

The ordinance, introduced as an amendment to the Administrative Code, would create a Small Business Rezoning Construction Relief Fund and designate the Office of Small Business and the Office of Economic and Workforce Development to administer grants and loans to businesses harmed by construction associated with the city’s 2025–26 residential rezoning program. The clerk’s description says the measure would also amend the Business and Tax Regulations Code to allow taxpayers to designate a portion of gross receipts taxes for deposit in the fund.

Sponsor Supervisor Mirna Malgour (as named in the transcript) said substantive amendments were added to reflect that certain small businesses — notably restaurants and hospitality firms with thin profit margins and higher overhead — need relief tailored to their business models. No members of the public signed up to speak on the item at committee.

Chair Chan moved the amended ordinance to the full Board with a positive recommendation; Vice Chair Matt Dorsey and Member Sauter voted "aye," yielding a 3–0 vote to advance the motion.

The measure will next appear on the full Board agenda; the committee clerk noted items acted on Nov. 5 are expected to be on the Nov. 18 Board agenda because of Veterans Day scheduling.
