Port Commission approves revised South Beach Harbor rules and amended fee schedule

The Port Commission approved revisions to South Beach Harbor rules and an amended fee schedule proposed by port maritime staff. Harbor Master Alvin Sones told the commission the rules were updated to reflect current operations, state requirements and feedback from berth holders; the prior rules were last revised in 2015.

Key regulatory changes include a requirement that at least one registered vessel owner hold a 50.1% controlling interest in a berth account to ensure a single legal contact for slip matters, revised parking rules to prohibit duplicate permits and set expiration dates for temporary permits, and a prohibition on using personal e-bikes, scooters and skateboards on docks and gangways to improve safety and enforceability.

Sones also presented fee schedule updates: tiered guest moorage pricing by vessel length and duration of stay, a 50% cancellation fee for transient reservations canceled within 24 hours of arrival, new administrative fees (internal move requests, license transfer fees, annual waitlist fees and key card replacement charges), and standard service rates for towing, dock-line replacement, dock box installation and environmental response. Staff said those changes better align South Beach Harbor with market standards and improve cost recovery.

Commissioners asked about secure parking for micro‑mobility devices; the harbor master said berth holders may use secure lobby storage or Pier 40 shed space for personal belongings and bikes. After questions and no public opposition, the commission moved, seconded and approved the resolution to adopt the revised rules and fees.

The updated rules and fees are intended to strengthen harbor operations and financial sustainability while accommodating harbor community programs such as adaptive sailing organizations and youth boating.
