Commission hears major noise enforcement report and approves several permits including LA Media Concha

At its Nov. 4 meeting the San Francisco Entertainment Commission received a report from its senior inspector detailing recent enforcement actions and noise complaints, and then acted on several permit items on the consent and regular agendas.
Senior Inspector reported the office had received 69,311 complaints since the last hearing and provided venue-specific updates. Inspector Adams and others responded to multiple noise complaints, issuing Notices of Violation where measured sound levels exceeded venue-specific limits: Mercury Cafe (201 Octavia St.) measured at 102.7 DBA (108.8 DBC) against an internal-with-windows-open limit reported in the file; Barbies (4541 Mission St.) measured at 94.9 DBA (110.8 DBC) against its approved limit; Toy Soldier (52 Belden Place) was cited for unpermitted outdoor amplified sound and expressed interest in amending its permit to include outdoor programming; The Grand (520 Fourth St.) measured at 99.6 DBA (112.1 DBC) and the owner said they would purchase a new sound meter to sync with tower measurements; Jackson (3231 Fillmore St.) was issued a notice for outdoor entertainment after 10 p.m.
Deputy Director Acevedo moved to continue one mechanical amusement device application (Kittleton) because planning approval had not been finalized; the commission voted to continue that application to a future hearing. The commission approved two LLP permits on the consent calendar (Church of Clown and North Beach Restaurant) after staff said there was outreach and no opposition.
On the regular agenda staff presented LA Media Concha's LLP permit application (4995 Mission St.), noting an internal sound limit, a submitted security plan and a community meeting with one neighbor in attendance. Owner Jose Beltran (represented by Daniel Gonzalez) described steps taken to move speakers and commit to sidewalk cleaning; the neighbor asked that ambient measurements be taken at the shared wall and sought confirmation that speakers were relocated. Staff said similar ambient readings taken nearby differed by about 2 dB and explained evening testing can be complicated because nearby venues may be operating; the commission approved the permit with staff recommendations.
The meeting record includes the notices of violation and enforcement actions described by staff. Commissioners asked staff to continue monitoring compliance and to keep lines of communication open with neighbors when entertainment is operated.
