Inspectors cite venues for excess noise and security lapses; Lucky 13 found unpermitted

The commission's senior inspector reported several compliance actions and ongoing follow-ups at the Nov. 18 meeting.
The inspector said the office had received a series of 311 complaints since the Nov. 4 meeting (the transcript reads the number unclearly as "52 3 1 1"). One detailed complaint at Site A (2814 19th Street) resulted in an on-site measurement on Nov. 1 that recorded a DJ at 90.9 dBA / 95.8 dBC, exceeding the approved limits of 82 dBA / 89 dBC with windows closed. Site A was issued a notice of violation for hosting entertainment after 11 p.m. and for exceeding the allowable sound limit.
In a follow-up at Bodega SF / The Felix, an inspector observed two security guards performing ID checks and pat downs but found no metal-detection wand in use and learned the guards did not have active guard cards (one had a guard certificate and the other was a trainee). The Felix received a citation for not using the required metal-detection wand and for having guards without active guard cards; enforcement staff are coordinating compliance checks and working with the owner's security contractor, Quantum Protection Security Services.
The inspector also reported outreach to Origin Nightclub after an inspector had difficulty gaining entry; the owner apologized and staff will continue to monitor for access issues. Regarding Lucky 13, the inspector reported there has never been an entertainment permit for that location; nighttime entertainment is not principally permitted in the zoning district and any future activity would require conditional use authorization with planning. The inspector said the prospective tenant has contacted planning and intends no further activity until the process is complete.
Inspectors said they will continue to perform compliance checks and that department staff are following up with owners to ensure adherence to adopted security plans and permit conditions.
